It’s a pack of 10 perforation tear pink-slip “parking fines”, locally made using the same paper, print and stickers as the real municipal parking tickets, but aimed at calling out people for their kak parking by slapping one of these fines on the poephols windscreen. From far they'll think they've received an actual fine, but up close they'll be happy to see it's a prank, all the while still being left accountable for their actions by means of the annoying 2-strip sticker mess left behind on their windscreen. It’s cheeky, very South African, and seems to get an immediate laugh/reaction from pretty much everyone who sees it.
